Configure cargoflags for Arti recipe

- Disabled Arti 'harden' feature which depends on "secmen-prop" using Rustix resource-limit APIs unavailable on Redox.

- Add static-sqlite to bundle sqlite into Arti so we don't have to use Redox' sqlite package which is currently in WIP and non-functional.
