It appears, that in a clean state it's still failing:

Fix it by putting copy operations before executing
autotools_recursive_regenerate.
Also, copy all the required files to fix the issue.
Provide ACLOCAL_PATH explicitly to avoid the error:
+ autoreconf2.69 -fvi -I/mnt/redox/recipes/dev/gcc13/source/config -I/usr/share/aclocal
+ for f in $(find . -name configure.ac -o -name configure.in -type f | sort)
++ dirname ./zlib/contrib/minizip/configure.ac
+ echo '* autotools regen in '\''./zlib/contrib/minizip'\''...'
* autotools regen in './zlib/contrib/minizip'...
++ dirname ./zlib/contrib/minizip/configure.ac
+ cd ./zlib/contrib/minizip
+ autoreconf2.69 -fvi

missing LT_INIT
By default all libraries and applications that can be dynamically linked
will be dynamically linked. You can override this behaviour by setting
the `COOKBOOK_PREFER_STATIC` environment variable. Note that if you
perviously did not use this flag, it might (most likely will) require a
complete userland sysroot recompilation.
It will look like this:
```bash
$ make clean
$ COOKBOOK_PREFER_STATIC=yes make image
```
For testing, the following will also work:
```bash
$ COOKBOOK_PREFER_STATIC=yes make cr.{PACKAGE_NAME} # obviously replace
# PACKAGE_NAME with
# the name of a package :)
```
